A groundbreaking Private Public Partnership

The South East Queensland Schools Project was a groundbreaking Private Public Partnership with the Queensland Government that has seen the delivery of six primary schools (BayView, Peregian Springs, Augusta, Woodlinks, Coomera Rivers and Brightwater) and one secondary school (Murrumba Downs State Secondary College).

Joining the Commonwealth Bank and Leighton’s Facilities Management operation in the Private Public Partnership (PPP), our role was to design and construct all seven schools.

PPP delivery is different from normal contracts and has aspects that can be challenging however very rewarding. This innovative project delivery method involved managing the coordination between the design team and construction teams and working closely with Leighton’s Facilities Management team who are providing the day to day operation and maintenance of the schools.

This has been a key learning area for us - understanding the needs of a Facilities Management company which starts from design all the way through to handover and beyond.

It has been an extremely successful project for all parties involved. Perhaps one of the best outcomes will be for the children attending these schools as staff can concentrate on teaching rather than spending their time on maintenance issues. Principals have commented that not having to deal with maintenance issues is very helpful.

The experience gained in delivering the PPP project adds a further dimension to Broad’s capabilities. At the end of the project’s completion in 2014, Broad’s work provided new facilities for approximately 6000 students, adding in excess of 53,200sqm of educational buildings.

By the end of the contract we completed 14 Green Star submissions to cover all the schools; seven for ‘Design’ and seven for ‘As Built’, a great deal of knowledge was gained during this process.

A particularly outstanding achievement has seen all the Aspire Schools awarded a minimum 4 Star Green Star Education Design and the majority achieved an As Built v1 rating by the Green Building Council of Australia.

Two of the schools were the first awarded nationally under the Green Star Education rating tool, whilst Coomera Rivers achieved the first 5 Star Green Star - Education Design v1 certification for a state school nationally.
